Not specifically – there really is a legal question about if/how you could run it in parallel to the TCA RoO – but there is definitely a change in approach with the government much more interested in discussing solutions to problems that have popped up (rather than just pretending they don't exist).

That penultimate paragraph… it’s almost as if these rules of origin have gotten a little too complex!
One could certainly argue! To give the UK some credit, in its more recent FTAs (Aus, NZ) the UK has just gone for a low 25% RVC which does the job.
